Mysterious man in front of the sea

I was in holiday in Tel-aviv when i took this photo. I was walking along the sea and i saw this strange man (a religious maybe) who was standing and scaning the skyline. I know this photo is quite bad (i took it with my phone and i'm not a good photographer..), but that reminds me a Magritte's painting (you know, the men in black with a hat, whose we never can see the face..)
